All ITS as-built deliverables from the contractor must be tested by an independent auditor to verify quality and accuracy of each submittal before acceptance. The results of each audit will include:
- Audit details
- Test results
- The auditor’s recommendation for FDOT to accept or reject the deliverable
The auditor will use the District’s ITSFM Functional Requirements to determine which features and attributes are considered required vs optional. All submitted features and attributes will be scored during acceptance testing.

The ITSFM GPS Mapping Audit Reports provide a standardized quality assurance process for reviewing GPS mapping deliverables submitted to the ITS Facilities Management (ITSFM) program. These reports evaluate data completeness, accuracy, attribute quality, and photographic documentation to ensure inventory data meets ITSFM requirements. The auditor reviews all GPS mapping files to verify completeness and identify errors. Audit results are documented within the report, with findings automatically summarized to determine a Pass or Fail status. Pictures are clear, properly rotated and in-focus. Report Selection Guidance Two versions of the GPS Mapping Audit Report are available to support different inventory data collection methods. ITSFM1001 – NextGen GPS Mapping Audit Report Designed for auditing inventory data collected using the current web-based NextGen GPS/TerraFlex workflow. This report evaluates modern digital data submissions and associated photographs to ensure compliance with current ITSFM standards. ITSFM1001A – Legacy GPS Mapping Audit Report Designed for auditing inventory data collected using previous GPS inventory collection methods and legacy datasets. This report supports the review and validation of historical inventory submissions that were not collected through the NextGen process. Importance of Serving Area Verification. One of the most critical components of the audit process is verifying that inventory data references the correct serving area. Accurate serving area information ensures that assets are associated with the proper operational coverage area within ITSFM. Auditors should carefully review both GPS location information and associated attributes to confirm that each asset is mapped to the appropriate serving area before the submission is accepted into the ITSFM system.

The auditor will test all ITSFM Data Collection forms to determine data completeness and accuracy then document the results in the Data Collection Form audit report. These forms are used to document as-built conditions for population into the ITSFM database. Each submittal must include all required forms for each equipment site or the entire submittal package will be returned for corrective action. Each form is tested for legibility, completeness and the absence of errors. All issues found during the audit are redlined on the forms and used to determine the score. The results of each test are recorded on individual tabs within the report and the results automatically populate on the Summary tab to indicate a pass or fail condition.

The auditor will test all Feature Import Template files to determine data completeness and accuracy then document the results in the Feature Import Template audit report. Each file is tested for completeness and the absence of errors. All issues found during the audit are highlighted in the test file and used to determine the score. The results of each test are recorded on individual tabs within the report and the results automatically populates on the Summary tab to indicate a pass or fail condition.
