Transportation investments in Florida follow a structured process where planning decisions directly determine which projects receive funding and when they are delivered. At FDOT planning is not separate from funding—it is the driver of investment decisions. FDOT connects long-range visioning to near-term implementation through a coordinated process:
Long-Range Plans → Project Priorities → Work Program → Funded Projects → Implementation, with each step refining projects to ensure only the most viable and high-priority investments advance.
The Office of Policy Planning plays a central role in this process by setting the direction for Florida’s transportation investments—ensuring decisions are data-driven, aligned with statewide priorities, and focused on measurable results. Through statewide leadership, the office establishes policies and develops planning frameworks, and defines performance measures that guide consistent decision-making across Florida. Working in coordination with federal, state, and local partners, the office strengthens collaboration and addresses transportation challenges. These efforts supply the Work Program with projects that reflect FDOT’s strategic priorities, ultimately turning statewide goals into specific, fundable projects that can be delivered on the ground.
