§26.67 Federal Certification
§26.67 FEDERAL CERTIFICATION IS FOR FIRMS PROVIDING ROAD AND BRIDGE CONSTRUCTION
To strengthen collaboration with the federal government, FDOT will resume its federal business certification program in accordance with 49 CFR 26.67. FDOT has implemented all new guidelines outlined in the Final Rule, including removal of any presumption of social and economic disadvantage based solely on race or gender.
FDOT has developed a required Personal Narrative (PN) application, which firms must submit for certification along with the U.S. DOT Personal Net Worth (PNW) under Title 49 Part 26 of the Code of Federal Regulations.
REEVALUATION PROCESS FOR FIRMS DOMIClLED IN FLORIDA
All firms certified prior to October 3, 2025 who wish to remain certified must submit a Personal Net Worth (PNW) statement and a Personal Narrative (PN), including supporting documentation demonstrating eligibility. FDOT will begin accepting reevaluation applications on October 1, 2026 for firms domiciled in Florida. Firms that intend to submit their personal narrative must notify FDOT prior to December 11, 2026.
Reevaluation Certification Requirements:
1) Personal Narrative (PN) Form
2) Personal Net Worth (PNW) Statement
Interstate Certification Requirements:
1) A copy of a decision letter from the firm's JOC
2) An electronic image of its entry in the JOC UCP's directory
New Federal Certification Application Requirements:
1) Personal Narrative (PN) Form
2) Personal Net Worth (PNW) Statement
3) UCA Application

Note: Once certified you must submit a DOE annually along with current business taxes (including affiliates). Certification can be verified by visiting the directory as certificates are not issued. If you are already certified by a Florida Unified Certification Program (UCP) member, you do not need to apply with any other certifying member in Florida as the certification is recognized statewide.
